German Chancellor Angela Merkel says the government will decide before the end of September whether to order carmakers to retrofit diesel cars with catalytic converters.
The state wants to avoid the spread of outright bans on diesels. Some Germany cities, which are struggling to meet air quality standards, have prohibited the operation of older diesels in certain downtown areas.
Last year Germany’s major diesel makers agreed to make free software tweaks to 5.3 million cars to help ease concerns about emissions of nitrogen oxides. They also offered incentives worth as much as €10,000 ($11,700) to coax customers to trade in their older diesels.
Software adjustments are relatively inexpensive. Adding additional emission control hardware, such as catalysts, would be considerably more costly.
